Should Chelsea look into the possibility of signing Borussia Dortmund prodigy Ousmane Dembele?

Why are Chelsea not in the running to sign him? He would provide a direct upgrade on both Willian and Pedro, and has the potential to surpass even Eden Hazard.
If we are serious about reestablishing ourselves among the world elite following our return to the Champions League, this is the calibre of players we should be looking to sign.
Unfortunately, Dembele moving to Stamford Bridge at any point, let alone before the end of the transfer window, does not appear to be anything more than a pipe-dream.
