The Athletic’s piece from today about Chelsea’s transfers make it very clear that the change of policy we were promised is already in action.
Chelsea plan for immediate upgrades in two positions

The headline of their incoming transfer plan is that they “want a minimum of two signings who can play from the get-go.” No messing around with youth or potential, they want two who can start in August and improve the team.
Ideally, by the sounds of things, one will be an attacker and one will be a centre back. That would certainly bring an immediately improvement to our fortunes – but it’s not an easy thing to do. Half the Premier League is looking for an attacker to improve them, the other half for a defender.
They’ve spent the last 4 years trying to sign a top attacker and haven’t managed it. We’re not sure why we should suddenly be confident they’re about to do it now. The same goes for centre backs – there are about ten on our books and they’re still looking to sign more.

That same piece claims that Chelsea are looking to sign “ready made” players who can contribute straight away rather than just youth talents. Better late than never!
